The first phases of Merton Rise have created an innovative, contemporary urban environment that has simultaneously met Hampshire County Council’s aspirations for quality with the developers’ desire to maximise values. The coherence of these phases – each constructed by a different developer – is due to a rigorous procurement process that places design quality at its heart.
Tibbalds’ masterplan for 1,300 homes to the north of Basingstoke reflects the County Council’s aspiration for a best practice approach. It communicates a clear vision for the type of place to be created, based on:
- connecting into the surroundings;
- creating a new local centre for both new and existing residents;
- integrating new and improved open spaces; and
- creating a townscape led urban form, strong linear grain and frontage led development.
Tibbalds recently renewed the outline planning permission, making adjustments to the scheme to reflect the changes in market conditions since the original masterplan was developed.
