The London Borough of Lambeth had a problem: it urgently needed to develop a new secondary school but could not secure funding for the development without outline planning permission.
Tibbalds was appointed to coordinate a masterplan and planning application for the redevelopment of the Fenstanton Primary School site in South London for a new sixth-form entry secondary school, a 200-place sixth form, a reconfigured primary school and new community facilities.
There was significant opposition to the development from local residents. Tibbalds ran a series of consultation workshops to bring local people, council officers, members and primary school governors together. The workshops transformed local people’s opinions by helping them understand the site’s constraints and opportunities, the pros and cons of various scenarios and the benefits that the scheme could bring to the local area.
Working closely with Architecture PLB, Tibbalds explored a series of masterplanning scenarios, and established parameters for a scheme that addressed a wide range of stakeholder’s concerns and aspirations. Outline planning permission was granted in time for the school to secure funding. Phased development started on site in 2013 and is due to take its first secondary pupils from September 2014.
