Tibbalds was appointed to provide a bespoke urban design training course for Southwark officers ten years on from a similar course that we devised and led.
Southwark is an area with many challenges for its Development Management team: high profile planning applications such as The Shard; applications within highly sensitive historic environments; and large-scale regeneration projects such as Elephant and Castle. Dealing with applications requires a high degree of planning skill and knowledge, including a good understanding of design issues.
The aim was to provide officers with the skills they need to:
- assess planning applications, in particular interrogating drawings;
- negotiate with applicants – tactics needed, and how to use ‘design’ language; and
- write clear reports with respect to design issues, especially when recommending refusal on design grounds.
Our course used local case studies, and combined theory with practical, hands-on workshops that supported case officers’ day-to-day work.
