Councillors in South Norfolk Council have identified design quality as a key priority for their local area. The Joint Core Strategy included a strong design policy based on Building for Life criteria. The Council appointed Tibbalds to work in partnership with Council officers to prepare a place-making guide to explain how the policy would apply to this mainly rural district. The aim was to produce a guide that would define the special character of different parts of the district; promote and secure high quality design; and make clear how the Council will assess planning applications.
We worked together with officers to prepare the guide. This close working included workshops with officers, members and other stakeholders at which key issues were identified; design approaches were put forward; and the guidance was tested on sample cases.
We published the guide as an interactive PDF, making it a user-friendly document that is easy to navigate. Following public consultation, it was adopted as a Supplementary Planning Document (SPD).
