Client: Winsford Town Council and Cheshire West and Chester Council (CWACC)
In contrast to other towns within Cheshire, Winsford has high levels of deprivation. With a run-down town centre and some poor quality housing areas, the town is in need of regeneration. The Town Council and CWACC appointed Tibbalds to lead the process of producing a Neighbourhood Plan with the aim of transforming the town.
The Councils wanted to improve on the poor responses of previous consultation exercises. We devised a strategy that ensured events were highly visible, approachable and diverse – with stalls outside supermarkets, free face painting for children, a twitter feed and postcard competition for schoolchildren. The response was excellent, and helped support a clear vision for the future of Winsford.
The Neighbourhood Plan allocates land for 3,300 new homes, in locations that deliver the key aims of:
- supporting the town centre by focusing new development in the heart of the town;
- integrating the rail station by creating a 1,000 home ‘station quarter’ incorporating mixed-use; and
- opening up public access to the beautiful River Weaver Valley by requiring open space and new routes as part of new development.
