Guiding the redevelopment of a complex, urban mixed-use site centred on Hove Railway Station

Tibbalds were appointed to prepare a Supplementary Planning Document (SPD) to support Brighton & Hove City Council’s aspirations for an urban quarter on entrance to Hove. We worked with the Council to prepare a strategy for the site, which is currently in fragmented land ownership and is occupied by a range of uses, including commercial and industrial businesses.

The SPD facilitates the emergence of a successful, mixed-use urban quarter that will form the gateway to Hove.

The site’s location adjacent to the station and Hove’s main centre creates a major opportunity to change the perception of the area, which is largely dominated by an industrial estate. Together with Brighton & Hove City Council (BHCC), we devised a planning strategy and masterplan that sets out options for accommodating development on site, whilst meeting the needs of current occupiers. The masterplan weaves the proposals for the new station quarter into the existing urban fabric, addressing the constraints on the site including the severance created by the road and rail network, the Grade II Listed station building, existing residential tower blocks and land in multiple land ownership.

The design process has evolved in response to feedback from the local community, landowners, other stakeholders and the Council to create a forward-thinking development that creates a distinctive and positive identity for the area. Through intensification of built form, provision of a range of land uses and working positively with local character, the new quarter will create a welcoming arrival to Hove.
