Realising the potential of Council-owned garage sites
Tibbalds was appointed by the Royal Borough of Kingston upon Thames (RBK) to lead a multidisciplinary team to carry out feasibility studies examining the potential for Council-owned Housing Revenue Account (HRA) sites to be brought forward for the development of affordable housing.

Our detailed analysis of the sites informed our creative range of development options, exploring ways to deliver maximum affordable housing provision without compromising amenity for new or existing residents.
The RBK identified ten Council-owned garage sites with the potential for new affordable housing development. The initial phase of work involved detailed analysis of the constraints and opportunities facing the redevelopment of each site, including planning policy issues, urban design considerations, transportation and engineering constraints. The majority of the sites are highly constrained in terms of their size and relationship to existing residential properties.
Based on this analysis, we prepared a range of conceptual development options which explored creative ways to maximise the provision of affordable housing while maintaining a high standard of residential amenity for both existing and new residents. These options were tested and refined with input from the RBK Planning Department and subject to financial appraisals, leading to the selection of a preferred option for each site. The final report illustrates the preferred development option and outlines the key issues and risks to inform Members’ decision-making about proceeding to more detailed design and delivery.
